Every phone that works on a Nepali SIM is tracked through NTA's Mobile Device Management System (MDMS) by its IMEI number. Phones that are not in the system can be blocked from Nepal Telecom, Ncell, and Smart Cell networks entirely. That makes a quick MDMS check one of the most useful habits a phone buyer in Nepal can have, and it takes about three minutes. Here is exactly how to do it, plus the rules that matter if a phone is coming from abroad. Verified against the live NTA portal on October 19, 2026.

What MDMS Actually Does

MDMS is NTA's national register of mobile devices. When you insert a Nepali SIM, the phone's IMEI is checked against the register: registered (whitelisted) devices get service, and blacklisted ones can be cut off from all local carriers. The system exists to kill the grey market, phones imported without customs clearance or NTA type approval, and it can also render lost or stolen phones useless. If you buy from an authorized distributor, the importer registers the phone for you and there is nothing more to do. The risk sits with grey imports, unofficial sellers, and second-hand phones.

The 3-Minute Check Before You Pay

Run this in the shop, before money changes hands. First, dial *#06# on the phone and note the IMEI numbers (dual-SIM phones have two). Second, match them against the IMEI printed on the box and the sticker under the battery or in settings; a mismatch is a red flag for a refurbished or repackaged unit. Third, enter the IMEI on NTA's portal at mdms.nta.gov.np to confirm the device is registered. Finally, look for the MPIA/NMDA hologram on the box, the sticker that marks a type-approved, officially imported device. If a seller hesitates while you do any of this, that tells you something too.

Buying Used or Unofficial? Read This First

A second-hand phone that was originally imported officially stays registered, so used phones from the official channel are fine. The dangerous bargain is the grey phone: cheaper because no customs duty or VAT was paid on it, but it cannot be registered afterwards at will. NTA opened a paid registration window in late 2023 (fees ran from NPR 200 for feature phones to NPR 10,000 for iPhones and phones over Rs 1 lakh) for grey phones already in use before the cutoff, but that window closed, and there is no standing way to legalize a grey phone bought in the local market today. If NTA enforces blocking, that phone becomes Wi-Fi-only. A discount of a few thousand rupees is not worth that risk.

Bringing a Phone from Abroad

The rules here are friendlier than most people think. A Nepali resident returning from abroad can bring one phone duty-free under the baggage rules, and migrant workers who have completed at least six months abroad can bring two. Phones that pass customs inspection are registered in MDMS automatically. For a personal-use phone brought in without a customs stop, you register it yourself on the individual registration portal at mdms.nta.gov.np: you will need the IMEI, your passport or citizenship, arrival details with the immigration stamp, and an email for OTP verification. Once you insert a Nepali SIM, NTA gives a grace period (communicated as 15 days) to complete registration before service can be restricted. Extra phones beyond the allowance attract customs duty (18% on smartphones, 15.5% on bar phones at the airport), and carrying more than two risks confiscation.

The Verdict

MDMS is not bureaucracy to fear; it is a free authenticity check. Before any phone purchase, dial *#06#, verify the IMEI at mdms.nta.gov.np, and look for the hologram. Buy from sellers who welcome that check. Rules summarized here are from NTA's MDMS portal and notices and were checked on October 19, 2026. Fee windows and allowances can change; the NTA portal is the final word.
